Under state funding rules, the Madison School District would not be fully reimbursed for its 4K expenses until the third year of the program, when the district would actually reap a surplus from the state. So during its first year in Madison public schools, 4K would run  an estimated deficit between $2.64 million and $3.87 million. By year three, however, the program would show a surplus of close to $4 million.”  MMSD is kicking the can down the road!

  • Four-year-olds in some of Madison's poorest neighborhoods will likely have to travel several miles farther than their peers
  • Some elementary schools, such as Leopold on the South Side and Sandburg on the Far East Side, are at or near capacity and don't have certified day care providers in their areas signed up to participate in the district's program
  • "It would be completely crazy to roll out this 4K plan that is supposed to really, fundamentally be about preparing children, especially underprivileged, and not have the centers in the neighborhoods that most need the service," School Board member Lucy Mathiak said.
  • The MMSD will be forced to severely cut current services to provide for 4-K
  • MMSD will use nearly half of the 8.4 million given by the relief act to staff 4-K when that money is needed for improvements throughout the district
There are a limited number of locations to serve everyone in the district.
    • Parents will indicate their first, second and third choices, and assignments will be determined by a lottery system
